CHAMBER’S 2006 MUNICIPAL ELECTION MEMBERSHIP SURVEY RESULTS

The Windsor & District Chamber of Commerce released the results of its 2006 Municipal Election Membership Survey.

The Survey identified Economic Development (29%), the New Border Crossing (23%) and Reducing Business Property Taxes (12%) as the top three business issues in the upcoming municipal election.

The survey was conducted by the Chamber's Government Relations Policy Committee and attracted 123 responses representing 9% of the Chamber membership. The participants were asked to choose up to three votes per survey to identify their top issues.

Following close behind were Municipal Business Practices and the Decision on the new arena with 10 % each. Municipal Business Practices relate to issues such as tendering process by municipalities or decisions on capital projects that compete with investment by the private sector.

The budgetary matters are also a significant factor in weighing in municipal effectiveness. If Reducing Property Tax rates and Escalating Municipal Budget are put together they account for 17% of the total responses.

2006 MUNICIPAL ELECTION ISSUES

Election Issue

Description of Issue and Questions

Border Crossing

The Municipal Government will play a key role in arriving at infrastructure decisions to create an additional border crossing, increasing the capacity of the Windsor-Detroit Border Crossings. Which solution for the increased border capacity makes most sense for the region?

Municipal Budget and Finances

The taxes paid by businesses are related to the needs of the municipalities as determined in the annual budget. What steps will you take or agree with to reduce the annual municipal budget and how will you ensure transparency and proper financial reporting to the community stakeholders including the Chamber of Commerce?

Economic Development

Recently, the City of Windsor and County of Essex formed a new Regional Economic Development Board to head a reinvigorated Economic Development Organization to attract new business to Windsor and Essex County. How will you support the Economic Development effort for the region?

Corporate Tax Rates

Increasing municipal tax rates are creating a burden for business property owners and affecting the competitiveness of our region for investment. Do you plan to reduce the tax burden and would you support a planned reduction in the overall business property taxes and user fees?

Municipal Business Practices

Do you believe that the municipality should continue to run businesses that would normally be run by the private sector? One example is development and operating of rental properties.

City of Windsor Arena

The City of Windsor committed funding for a new municipal Arena in the near future. Are you in favor of the Arena Project? If yes, what is the criteria for funding of this project and what is, in your estimate, the most appropriate investment going to look like in the end?

Regional Government

To reduce the administrative cost of multiple municipal governments and streamline municipal decisions the Chamber has always deemed movement for a regional government an important issue. What is your stand on the issue?

Ranking of priorities for local government

How would you rank the above issues in order of priority?
